Founded following a conference 28 Feb - 1 Mar 1997.
Aims
Improve living conditions of those living along border regions; intensify economic and country development, environment protection, local actions, development of culture and cultural centres, development of transborder infrastructure, creation of advantageous conditions to cooperation in the fields of science, education, tourism, health protection and public assistance, study of neighbouring languages and development of a media network.
