History
Established 30 Oct 2000, by US Public Law 106-398 (10 US Code, Sec 2166); activated 1 Jan 2001, with opening ceremonies 17 Jan 2001. Previously also referred to in Spanish as Instituto para la Cooperación de Seguridad del Hemisferio Occidental.
Aims
Provide professional education and training to military, law enforcement and civilian personnel of the Western Hemisphere within the context of the democratic principles of the OAS; foster mutual knowledge, transparency, confidence and cooperation among participating nations; promote democratic values, respect for human rights and knowledge and understanding of US customs and traditions.
