Extraordinary General Meeting, Nov 1998, adopted a change of status to intergovernmental and, in order to substantiate this status, unilaterally declared all member states of the United Nations to be members of the Federation. Seeks recognition of the higher education 'Diplôme International de Musique et de Danse' as visualized by government-nominated experts, Feb 1997, Sofia (Bulgaria). Monitors the running of Haute Cour Internationale de Justice et d'Arbitrage d'Abidjan (HCIJA) on music and dance educational rights, set up by treaty adopted at FMEM Conference, Oct 1999, Côte d'Ivoire, and comprising Procurator General, President and 15 Magistrates.
