History

Established as an interregional dialogue on migration stretching from Europe to the Silk Routes region, including over 40 countries. In 2013, the Istanbul Ministerial Declaration led to the establishment of "A Silk Routes Partnership for Migration" offering a framework for cooperation. "Istanbul Commitments on the Silk Routes Partnership for Migration and its Call for Action - a five year plan" was adopted, Feb 2019

Aims

Master the balance and interplay between political dialogue and operational action; improve the capacities of administrations to better manage all aspects related to the movement of people, including awareness of how migration could be more beneficial for the development of each country; promote a common understanding of migration concepts and policies, as well as a common language on migration issues through dialogue, information and experience exchange between states and other stakeholders.

Structure

Senior Officials meet annually or bi-annually; Chairmanship held by Turkey, with Hungary as Co-Chair. Thematic Working Group (3): Law Enforcement Cooperation on Tackling Irregular Migration - co-chaired by Bulgaria and Iraq; Return and Reintegration - co-chaired by Bangladesh and Türkiye; Legal Pathways for Migration - co-chaired by Italy and Pakistan.
