History
Comes within the framework of C-XC3005 - NATO, replacing U-XE2448 - NATO Allied Command Atlantic (ACLANT) and responsible to Supreme Allied Commander Atlantic (SACLANT) or his replacement. One of two Strategic Commands (SCs) in NATO, the other being Allied Command Operations (ACO). The primary function of the NATO Command Structure (NCS) is first and foremost to provide the command and control needed to contribute to the deterrence of aggression and the preservation of peace, security and the territorial integrity of the Alliance. Ultimately, the NCS plays an essential role in preserving cohesion and solidarity within the Alliance. It helps maintain and strengthen the vital transatlantic link between Europe and North America and promotes the principle of equitable sharing of roles, risks and responsibilities among the Allies, as well as the sharing of collective defence benefits. Also referred to as Headquarters Supreme Allied Commander Transformation.

Located in Norfolk VA (USA), it directs three subordinate commands: Joint Warfare Centre (JWC) in Norway; Joint Forces Training Centre (JFTC) in Poland; Joint Analysis and Lessons Learned Centre (JALLC) in Portugal. It also has strong links with the Pentagon and other US military entities, national headquarters and NATO-accredited Centres of Excellence, Academia and 'Think Tanks' as well as the NATO Force Structure in general. The Supreme Allied Commander Transformation (SACT) is a four-star level flag or general officer who is responsible to the Military Committee (MC) for the transformation and development of the Alliance. The MC is the senior military authority in NATO and it is under the overall political authority of the North Atlantic Council (NAC).
