Jul 1983, Fairbanks AK (USA), during 4th International Conference on Permafrost, by representatives from Canada, China, USA and USSR. Constitution and Bylaws approved by Council Meeting, 5 Aug 1987, Ottawa (Canada); last revised Jun 2010.
Aims
Foster dissemination of knowledge concerning permafrost and promote cooperation among persons and national or international organizations engaged in scientific investigations or engineering work on permafrost.
