The UIA is a leading provider of information about international non-profit organizations. The aim of the Open Yearbook is to promote the activities of international non-governmental organizations (INGOs) and intergovernmental organizations (IGOs).

1992, as an informal organization. Also referred to as European Heads of Research Organisations. Dissolved, following decision taken at General Assembly, 20 Oct 2011, Berlin (Germany), when main activities were taken over by D-XJ4987 - Science Europe.


Represent the interests of research nationally and internationally; give recognition to excellence and support frontier research of the highest quality; create a platform for discussion, joint activities and promotion of international research links and collaboration; provide independent professional scientific expertise and research policy advice in Europe; provide an independent forum and network for heads of research councils (HORCs) to discuss issues of common interest.

General Assembly (2 a year) comprises up to 3 HORCs per member state with observers invited from F-XF2152 - European Science Foundation (ESF) and E-XM0450 - European Research Council (ERC).
