Promote and coordinate research, restoration, archiving, conservation, safeguarding, improvement and diffusion of moving pictures on any aspect of social life and not destined for the professional audio-visual circuits; encourage creation and development of centres responsible for such activity in all European regions; initiate and develop cooperation in international registry, in technical, legal and methodological cooperation, and in exchange and co-production of amateur, unpublished film; encourage cooperation to save the unique cultural heritage such films represent.
