June 1991, Warsaw (Poland), on signature of a memorandum of understanding by representatives of national metrological institutions of 4 countries and of Commonwealth of Independent States (CIS). Previously also referred to as Organization of National Metrological Institutions of the States of Central and Eastern Europe.


Contribute to effective resolution of problems concerning the uniformity of measures and to the uniformity of measurement procedures and its required accuracy; contribute to development of closer cooperation among national economies and elimination of technical barriers to international trade; bring into closer contact the activities of metrological services of the states of Euro-Asian states.

Projects may be carried out in any of the following fields of cooperation: establishing and maintaining primary standards and scales of physical quantities; dissemination of units from primary standards to ordinary measuring instruments; international comparison of primary and lower level standards; development of new methods of measurement and new types of highly accurate measuring instruments; solving general metrology problems, including theory of measurement and uncertainty, systems of units and terminology; establishing a system for collecting and disseminating information on metrology and measurement techniques; information technologies; definition, collection, evaluation and certification of reference data; certification and use of reference materials; unification of requirements for measuring instruments subject to metrological control and of test methods in accordance with international recommendations; preparation of conditions for the mutual recognition of results of metrological control and metrological supervision; implementation of calibration and recognition of its results according to the rules and procedures set up by international organizations; accreditation of calibration (verification) laboratories and national metrological institutes according to the rules and procedures set up by international organizations; development and certification and implementation of quality management systems of national metrological institutes; training and rising proficiency level of experts. Draws on the previous bilateral and multilateral cooperation of member countries and their accumulated experience, their proximity, their mutual relations and the similar structures of their national metrological services. Subject fields: acoustics ultrasound, vibration; electricity and magnetism; flow measurement; ionizing radiation and radioactivity; length and angle; mass and related quantities; photometry and radiometry; physical chemistry; thermometry and thermal physics; time and frequency; reference materials; general questions concerning measurements (general metrology); legal metrology; accreditation and quality systems; information and information technologies; training and rising proficiency level of experts.
