History
Established within the framework of B-XB3408 - Universal Postal Union (UPU).
Aims
Ensure continuity of UPU work between Congresses, supervise Union activities and study regulatory, administrative, legislative and legal issues of interest to the Union.

Council (meeting annually at UPU headquarters, Berne) comprises 41 members elected by Congress, headed by Chairman appointed from the host country of the previous Congress. Management Committee, comprising Chairman, 4 Vice-Chairmen, Committee Chairmen (3) and Chairman of the Strategic Planning Group. Secretary-General is Director-General of UPU International Bureau. 'Committees' (3): General Matters of Policy and Principle; Programme and Budget; Technical Cooperation. 'Project Teams' (4): Universal postal service; Relations with the World Trade Organization; Terminal Dues; High Level Group - examines strategic issues in the context of challenges and changes facing the postal sector and their implications for UPU. In addition, time-specific project teams are set up to deal with specific issues.
