Promote enrichment of culture, emphasizing the fact that historical cities are assets created by the wisdom of mankind; contribute to world peace; deepen mutual understanding by transcending national boundaries; strengthen affiliations between member cities, foster exchange of experience and knowledge among them and contribute to their development.
