Founded 1986, Brussels (Belgium), following recommendations of a colloquium, 1985, Wégimont (Belgium). Has also been referred to as Conseil international de la chanson. Registered in accordance with Belgian law.
Unite professional singers and others active in creation, production and dissemination in French-speaking areas; support international cooperation and exchange; promote integral development of singing and music in French-speaking areas.

General Assembly (every 2 years). Board (meets annually) comprising 12-15 members (at least 3 representatives for Africa, 3 for North America and 3 for Europe). Executive Committee, consisting of President, 5 Regional Vice-Presidents (Europe, North America, West Africa, Central Africa, East Africa/Indian Ocean) and Secretary-General/Treasurer.
