Raise awareness, understanding and use of outcome measurement amongst health care policy makers, managers and clinical practitioners; stimulate other European Union countries to set up in-country clearing houses such as exists in UK, to provide information and advice on outcome measures and methods to use within routine clinical practice and to develop frameworks for exploring and monitoring achieved outcomes at the level of individual patient care and at the population level; provide a forum for exchanging information on application of outcome measures; assist in networking to avoid unnecessary duplication in development and cultural adaptation of outcome measures and to provide assistance in choosing appropriate measures for particular settings/patient groups and access to unpublished information.
