Facilitate inclusion and leadership of communities in the effort to bring about an end to the HIV pandemic, recognizing the importance of promoting health and human rights as part of this undertaking; encourage policy analysis and strategic information-gathering, with a particular focus on community-based research; build the capacity of community leaders to act as strong advocates and stewards of community-based structures for HIV mobilization and engagement; advocate for accountability, evidence-based and human rights-based approaches, and strategic use of HIV resources for maximum impact; develop networks to support an HIV mouvement that contributes more broadly to health, human rights and gender equality.
