Founded on the initiative of six organizations: F-XF5786 - Conference of European National Librarians (CENL) (jointly represented by the British Library and Bibliothèque nationale de France); B-XB1673 - Confédération internationale des sociétés d'auteurs et compositeurs (CISAC); C-XD1501 - International Federation of Reproduction Rights Organizations (IFRRO); F-XJ8275 - OCLC; ProQuest, E-XJ3906 - Societies' Council for the Collective Management of Performers' Rights (SCAPR).

Act as registration authority for International Standard Name Identifier (ISNI), and ISO standard identifier for public identities in the creative industries.
