8-9 Dec 1995, London (UK), at 'London Peace Implementation Conference', by signatories to the Paris (France) Agreement setting up U-XE2096 - United Nations Mission in Bosnia and Herzegovina (UNMIBH) and E-XE3234 - Office of the High Representative in Bosnia and Herzegovina (OHR).
Council meets at ministerial level to subsume the International Conference on the Former Yugoslavia. Steering Board comprises representatives of 8 countries and 4 regional intergovernmental bodies, under the chairmanship of the High Representative; it meets monthly at the level of political directors from foreign ministries and occasionally at ministerial level and provides the High Representative with political guidance on peace implementation.
