1988, Nairobi (Kenya), when officially launched, having been initiated, 1986, by African Academy of Sciences (AAS), following a resolution adopted at 1st International Conference on Networking of African Scientific Organizations, 20-22 June 1988, Nairobi. Inaugurated as an autonomous programme 4 Oct 1989, Nairobi. Subsequently reverted to AAS, becoming a project of the Academy.

Focuses on 2 core programmes:
• Bridging the gap between scientists, industrialists and policy-makers with projects for the industrialization of Africa, including African Research Information Network (AFRINET).
• Development of a science culture in Africa including projects on: textbook writing and publication; studies in the evolution of science and technology in Africa (SESTA); Models for popularization of science and technology.
