History
29 Jul 1991, at the instigation of Louis Tobback, Belgian Minister of the Interior. Originally referred to as European Centre on the Legislative Aspects of Disasters -- Centre européen sur les aspects réglementaires liés aux catastrophes. Previously one of the 'European Network of Specialist Centres' within the framework of the F-XF1447 - Open Partial Agreement on the Prevention of, Protection against and Organization of Relief in Major Natural and Technological Disasters (EUR-OPA Major Hazards Agreement) of the D-XD0435 - Council of Europe (CE). Registered in accordance with Belgian law. Became a national organization with the title Higher Institute of Emergency Planning -- Institut supérieur de planification d'urgence -- Hoger Instituut voor de Noodplanning, 5 Dec 2011.
Aims
Make the approach to emergency planning and management more professional by building up relevant expertise and making it available to those involved in crisis management.
