History

First Session of the Hague Conference on Private International Law convened in 1893 by the Government of the Netherlands, at the initiative of T.M.C. Asser (Nobel Peace Prize 1911). The Conference would meet five more times before the outbreak of the Second World War, in 1894, 1900, 1904, 1925 and 1928. At its Seventh Session (1951), participating States agreed on the adoption of a Statute reflecting the Conference's permanent character. The Statute entered into force on 15 July 1955, establishing the HCCH as a permanent intergovernmental organization.

Aims

Work for the progressive unification of the rules of private international law through development and effective implementation of Conventions and other multilateral legal instruments.

Structure

Govering bodies: Council on General Affairs and Policy (sets work programme); Council of Diplomatic Representatives (primary financial and budgetary authority). Permanent Bureau is the organization’s multinational Secretariat with Headquarters located in The Hague (Netherlands), Regional Office for Latin America and the Caribbean in Buenos Aires (Argentina), and Regional Office for Asia and the Pacific in Hong Kong.
