23-24 Aug 1988, St Croix (Virgin Is USA), at a meeting under the auspices of D-XD4170 - Universities Caribbean and attended by representatives of universities in the region, including F-XF7988 - University of the West Indies (UWI).
Aims
Realizing that small islands are more rapidly affected by environmental changes than larger land masses: establish graduate level programmes and other training vehicles for resource management through cooperative and collaborative ventures sharing resources, faculty, students and information; provide a guarantee of academic quality and eventually a system for inter-institutional accreditation.

Functions as a programme of UNICA. No formal fees, dues or memorandum of understanding but acts through a working agreement drawn up by organizing committee. Programme Committee of 5 members, serving by rotation. Consortium Coordinator. Advisory Board, consisting of regional experts in environmental and resource management fields.
