30 Mar - 1 Apr 1998, Puerto Rico, during Founding General Assembly, and following Caribbean Election Network Conference, Jan 1997, Kingston (Jamaica), hosted by F-XF4147 - International Foundation for Electoral Systems (IFES). Charter drafted by working group, Apr 1997, San Juan (Puerto Rico); formally signed by 22 countries and dependent territories during the Founding General Assembly.
Aims
Promote cooperation and mutual assistance among electoral organizations in the region in the pursuit of democracy by processes that ensure free, fair and peaceful elections.
