History

12 Nov 1996, Strasbourg (France), on signature of an agreement by the Ministers of Defence of France, Germany, Italy and UK, following previous proposals for enhanced cooperation in the field of armaments by: H-XD3431 - Western European Union (WEU), in WEU Maastricht Declaration. Not yet operational. "Masterplan for the the European Armaments Agency" agreed, 17 Nov 1998, Rome (Italy) at Meeting of Ministers, aiming to develop the necessary rules and regulations as well as the structure and working procedures for the EAA, so as to allow Ministers to decide in 2001 about the implementation of the EAA. At Meeting of Ministers, 16 May 2002, Rome, concept of an evolutionary process was endorsed envisaging establishment of an EAA as soon as all appropriate conditions are met and political consensus is reached; agreement made that outstanding work should continue under the direction of NADS. Defence Ministers agreed to examine the assignment of additional functions to WEAO, to be determined after appropriate study based on the work already completed in the development of the Masterplan. Never established, but paved the way for F-XF7202 - European Defence Agency (EDA).
