1977, within F-XF4530 - Sistema Económico Latinoamericano (SELA), following work of U-XE6580 - Action Committee for the Establishment of a Latin American Network of Technological Information (RITLA). Agreement entered into force Oct 1983, Brasilia (Brazil). Activities commenced in Mar 1996.
