In compliance with the spirit of the 2nd Vatican Council: promote the blind spiritually, morally, culturally and financially, and by participating in the life and mission of the Church by giving witness for Christianity and performing apostolic mission; create and develop organizations for the blind dealing with religious welfare in dioceses and nation-wide in various countries; promote fraternal cooperation with the blind in developing countries.
