29 Dec 1977, San José (Costa Rica). Constitution adopted at 1st Central American Congress of Municipalities, Tegucigalpa (Honduras). Ceased to exist 1991, activities taken over by D-XD4638 - Federación de Municipios del Istmo Centroamericano (FEMICA).

Promote and develop mechanisms and permanent bodies for cooperation between municipal authorities in Central America.
