The UIA is a leading provider of information about international non-profit organizations. The aim of the Open Yearbook is to promote the activities of international non-governmental organizations (INGOs) and intergovernmental organizations (IGOs).

History

2000, within the framework of European Commission (EC), together with Instrument for Structural Pre-Accession (ISPA). Ran for 7 years to 2006. Originally covered 2 countries: Bulgaria and Romania; Croatia joined in 2005. Ceased to exist when Bulgaria and Romania joined the European Union. Croatia currently benefits from a specially designed Pre-Accession Instrument (IPA).

Aims

Help candidate countries of Central and Eastern Europe to the European Union to deal with problems of structural adjustment in agricultural sectors and rural areas and in implementing the acquis communautaire concerning Common Agricultural Policy (CAP) and Single Market and related legislation; assist in solving priority and specific problems in the area of agriculture and rural development.

Activities

Together with ISPA and Phare Programme, channels funds into Eastern and Central Europe as part of Accession Partnership (AP). Under multi-annual financing agreements, management of programmes is delegated to an agency established under the responsibility of each candidate country on a fully decentralized basis, giving future members an opportunity to gain valuable experience in applying management mechanisms.
