Founded

1968

History

Established on an experimental basis, within the framework of A-XA3375 - United Nations (UN) under General Assembly resolution 2150 (XXI) of 4 Nov 1966 and extended under Assembly resolutions 2735 A (XXV) of 17 Dec 1970 and 2924 B (XXVII) of 24 Nov 1972. Statute, approved by UN General Assembly in 1976, came into effect from 1 Jan 1978. Functions as a subsidiary organ both of the UN General Assembly and also of specialized agencies within the UN system (and of IAEA) which accept JIU Statute; some of these (for constitutional reasons) cannot, however, recognize the Unit as a subsidiary organ of their legislative bodies. Based at E-XE3343 - United Nations Office at Geneva (UNOG).

Aims

Assist legislative organs of participating organizations in meeting their governance responsibilities in respect of their oversight function concerning management of human, financial and other resources by secretariats; help improve the efficiency and effectiveness of the respective secretariats in achieving the legislative mandates and the mission objectives established for the organizations; promote greater coordination between organizations of the United Nations system; identify best practices, propose benchmarks and facilitate information-sharing throughout the system.

Structure

Inspectors (11), including Chairman and Vice-Chairman, appointed by UN General Assembly for 5-year terms (renewable for 1 term) on the basis of their special experience and with due regard to the principles of equitable geographical distribution and reasonable rotation. Secretariat, headed by Executive Secretary.
