Council, consisting of 6 representatives from the founding countries (Denmark, Finland, Norway and Sweden) and 1 representative from Iceland, is the governing body. Executive Committee is appointed from within the Council, with one representative from each country. General Secretariat rotates between Denmark, Finland, Sweden and Norway, in this order, every four years.
