Founded by F-XF3673 - Conférence des ministres de l'éducation des Etats et gouvernements de la Francophonie (CONFEMEN), following Conference, 22 Jan 1966, Niamey (Niger), of Heads of State and Government of the then 'Union africaine et malgache de coopération économique (UAMCE)', later, until its dissolution in 1985, H-XD0324 - African and Mauritian Common Organization, also known as 'Union africaine et malgache de coopération économique (UAMCE)'.


Promote and favour understanding and solidarity among member states and found a permanent cultural and scientific cooperation among them; collect and disseminate university and research documents (statistics, information on examinations, offers and requests for employment); prepare projects for conventions among the concerned states in the areas of higher education and research, and contribute to the application of these conventions; devise and promote concertation with the aim of pedagogical harmonization among higher education establishments.
