History
14 Dec 1995, Paris (France), on signature of the Bosnian Peace Agreement, initiated 21 Nov 1995, Dayton OH (USA). The mandate of the High Representative is to oversee the civilian implementation of the Agreement and this mandate derives from the London (UK) Peace Implementation Conference of 8-9 Dec 1995 and Resolution 1031 of 15 Dec 1995 of E-XE3376 - United Nations Security Council (UNSC). Steering Board of E-XE3596 - Peace Implementation Council, set up at the same time as OHR, provides political guidance on peace implementation.
Aims
Under Annex 10 to the Peace Agreement: monitor implementation of the peace settlement; coordinate activities of civilian organizations and agencies; maintain close contact with the parties to the Agreement to promote their full compliance with all civilian aspects of the Agreement; facilitate the resolution of any difficulties arising in connection with civilian complementation.
