Promote North / South cooperation and decentralization; stimulate understanding and cooperation between Portuguese-speaking people through town twinning schemes and close exchange between capital city autarchies; study problems concerning their lives and activities with a view to their harmonious and balanced development; promote rights of good neighbourliness and citizen participation in public affairs; provide meetings where knowledge and experience in economic, cultural, touristic and professional training may be exchanged.
