Foster development of a truly democratic educational system imbued with a sense of Latin American unity and designed to ensure full enjoyment of the rights of the individual and society; promote, encourage and support structural changes designed to facilitate execution of adult education plans and guarantee their success; proclaim, defend and disseminate the concept of education as a means of adapting the inhabitants of Latin America to the rapidly and continuously changing world; uphold and disseminate the concept of adult education as a basic and essential factor in the success of the various economic and social programmes planned for developing countries; encourage official circles in Latin America to accord high priority to adult education.
