History

Established Dec 1969, Paris (France), at first Conference, following initiatives of the then annual Conference of Ministers of National Education of French-Speaking African and Malagasy countries, 10 Feb 1968, Libreville (Gabon), and modifications Jan 1969, Kinshasa (Congo DR). Statutes of Conference and Secretariat agreed at 2nd session, 1971, Dakar (Senegal); Secretariat set up at 3rd session, 1972, Paris; formal title adopted at 4th session, Nov 1973, Abidjan (Côte d'Ivoire); draft agreement ratified by member states at 6th session, 23 Aug 1975, Kigali (Rwanda); statutes adopted at 17th session, 19 Jan 1987, Ouagadougou, when agreement ratified by Senegal. A permanent ministerial conference of 'La Francophonie', in the framework of E-XE3879 - Organisation internationale de la Francophonie (OIF), previously H-XC3983 - Agence intergouvernementale de La Francophonie. Original title: Conférence des ministres de la jeunesse et des sports des pays d'expression française.

Aims

Ensure application of Conference resolutions and recommendations, maintaining the necessary liaison between member states; cooperate with appropriate specialized bodies for research on educational and technical questions; encourage young people to become active in and take a leading, responsible role in their countries' development.

Conference (every 2 years) comprises ministers or representatives of member states. Board, comprising President in Office and 14 members from 5 groups: Europe and North America (5); West Africa (3); Central Africa and the Great Lakes (2); North Africa, the Mediterranean and Central Europe (2); Indian Ocean, Asia and Caribbean (2).
