1992, as an initiative of European Community implemented by European Commission (EC). Initial programme was 'REGIS'. Current programme, 1994-1999, also includes three former programmes - 'Poseidom' (French overseas departments), 'Poseima' (Madeira) and 'Poseican' (Canaries). No longer exists.

In common with all Community initiatives, programmes are managed directly by member states. Eligible measures include: diversification of economic activity; consolidating links with the rest of the Community; cooperation among the most remote regions; precautions against natural disasters, in particular by taking over additional investment costs; vocational training.
