1994, Budapest (Hungary), within the framework of F-XF0947 - Organization for Security and Cooperation in Europe (OSCE), as part of OSCE's decision-making mechanism and agent for OSCE Ministerial Council. Previously also referred to as Committee of Senior Officials (CSO) -- Comité des hauts fonctionnaires (CHF). Ceased to exist.
