1990, as one of the 'European Network of Specialist Centres' of F-XF1447 - Open Partial Agreement on the Prevention of, Protection against and Organization of Relief in Major Natural and Technological Disasters (EUR-OPA Major Hazards Agreement), within the framework of the D-XD0435 - Council of Europe (CE) on the basis of EMERCOM of Russia. Previously referred to as European Centre for Non-linear Dynamics and Theory of Seismic Risks -- Centre européen sur la dynamique non linéaire et la théorie du risque sismique or known under the acronym ECNT.

Carry out scientific and methodical maintenance of actions on safety and protection of the occupied territories against amazing factors of emergency situations.
