10 Jan 1962, The Hague (Netherlands), at the initiative of Denmark, Federal Republic of Germany, Netherlands, Norway, Sweden and UK, as a regional group for cooperative hydrographic and charting projects within the B-XB2115 - International Hydrographic Organization (IHO). Statutes adopted Jan 1963, Stockholm (Sweden); last amended 1994, Stavanger (Norway).
Further hydrographic and related knowledge, particularly regarding the North Sea and its entrances; encourage close cooperation among members so as to obtain maximum benefits to international shipping.

Conference (normally every 18 months). Commission comprises representatives of member countries. Bureau based at Office of the Chairman between conferences; Vice-Chairmanship held by country of next conference (becomes Chairman at last session).
