1948, from a legacy bequeathed by Dr Leo S Rowe, ex-Director of the Pan American Union (precursor to Organization of American States (OAS)). Statutes approved 19 Mar 1952, Washington DC (USA). Also known in French as Fonds panaméricain Léo S Rowe (Fonds Rowe) and Portuguese as Fundo Panamericano Leo S Rowe (Fundo Rowe).
As a student loan program of the OAS, help citizens from Latin American and Caribbean countries finance their studies or research in accredited universities across the USA by awarding interest-free loans, made on the understanding that the recipients are to return to their respective countries within a year of completion of their studies to assist in their countries' development and further their welfare.Available with paid subscription only.
