Promote East-West and North-South technical and scientific cooperation for research without secrecy and without frontiers; favour the free circulation of scientific information, scientists and researchers, in particular by means of fellowships and visiting scientists programmes; carry out projects in the scientific, technical and medical fields, in particular for the benefit of developing countries, associating thereto researchers from other organizations and institutions without any discrimination, whether geographical, political, ideological, religious or racial; establish National Scholarship Programmes; fight planetary emergencies.
