Develop a telecommunications infrastructure for East/West transborder information exchange as applied to selected high-priority fields of science, technology, environment protection and education; develop English language database systems in the region in selected priority fields; develop and implement a training programme for East European database-users from developing countries; develop and implement an East European telecommunication/information service programme, including tariffs policy.
