Provide a periodic review of scientific aspects of marine and coastal environmental problems confronting Southeast Asia; provide a forum of discussion and dissemination of information and improve communication among scientists, other interested parties and the general public on matters relevant to the protection and development of the marine and coastal environment of the region; provide an institutional framework to enhance collaboration of marine scientists towards study, solution or mitigation of problems relevant to such protection and development; advise UNEP and other international, regional or national organizations as regards the action plan for protection and development of the marine and coastal areas of the East Asian Seas Region.
