Encourage and support creation of national organizing and/or coordinating committees; promote ongoing standardized measurement of local smoking problems (prevalence among youth, adults, doctors, consumption rates, etc); assist in development of local priorities and goals for smoking control action; offer direction and norms for setting up local smoking control programmes in accordance with approved UICC guidelines; share basic methods for additional research to aid local planning; establish regional smoking control priorities; serve as a mechanism for liaison with smoking control efforts throughout the world.
