Become an instrument for encouraging, focusing and measuring the growth of public opinion in favour of world unity and in support of a People's World Convention, through the issuing of 'World Citizen Identity Cards', implying the right to vote for a direct representation to the Convention, to those who are prepared to recognize their responsibilities as members of the world community.

Supervises the issuing of World Citizen cards for all countries. Creates national registration centres to make known mundialist arguments, issue World Citizen cards within their own country and send out their own information bulletin, or that of IRWC. World Citizens have launched: the 'mundialization' of almost 1,000 boroughs and towns symbolically declaring themselves 'World Territory' and thus contributing to the spreading of mundialist ideas through making their inhabitants more aware; Peoples' Congress, the first Assembly of direct representatives of inhabitants of the Earth. For its part, the People's Congress created: Institute of Mundialist Studies (IEM); Mundialist Press Agency (AMIP); World Community Fund Against Hunger (FMSCF).
