History
Apr 1986, as a project development facility of F-XF2057 - International Finance Corporation (IFC) with F-XF0018 - African Development Bank (ADB) as regional sponsor. Founded on approval by E-XE3382 - UNDP under Project Number RAF/85/022 and 90/002. Replaced by U-XM2633 - Private Enterprise Partnership for Africa (PEP-Africa).
Aims
Assist African entrepreneurs to screen and, if appropriate, to formulate project ideas into business plans and to obtain local or foreign financing for their projects; provide guidance and make available to entrepreneurs consultancy, technical and managerial services in order to prepare and implement a project until it is fully operational; assist African entrepreneurs with the management, design and implementation of a management information system, human resource development and team building; help African entrepreneurs to find local or foreign project partners for equity financing and/or technical cooperation and to advise private foreign investors and financial institutions on the identification of investment opportunities and/or local partners in Africa; be a catalyst in the privatization process of public enterprises by assisting African entrepreneurs who are acquiring local parastatals and enhance the African consultancy capacity to prepare projects for entrepreneurs by the use of local professionals as investment officers and local consultants on short term assignments; provide post financing support in the form of business education, counseling, and training programs.

Advisory Board (meeting annually) reviews policies and provides guidance on activities. Regional Offices (5): Abidjan (Côte d'Ivoire); Accra (Ghana); Harare (Zimbabwe); Nairobi (Kenya) and Johannesburg (South Africa). Each Office is headed by a Regional Manager with a staff of 3 to 7 professional project development experts. Staff may use IFC, UNDP and World Bank missions and offices based in the same African cities. Staff in all APDF offices are supervised by an APDF General Manager seconded by IFC.
