1 Mar 1992, effective from 1 Apr 1992, as European Community Humanitarian Office (ECHO) – Office humanitaire de la Communauté européenne – Departamento para la Ayuda Humanitaria de la Comunidad Europea – Amt für Humanitäre Hilfe der Europäischen Gemeinschaft. Subsequently referred to as: European Union's Humanitarian Aid Office – Office d'aide humanitaire de la union européenne – Oficina de Ayuda Humanitaria de la Unión Europea – Amt fur Humanitäre Hilde der Europäischen Union. Current full title: Humanitarian Aid Directorate-General of the European Commission (ECHO) – Direction Générale de l'aide humanitaire de la Commission européenne – Generaldirektion für Humanitäre Hilfe von der Europäischen Kommission.

A service of E-XE2442 - European Commission (EC). The legal base setting out ECHO's role and mandate was established, Jun 1996, in Council of Ministers' Regulation no 1257/96; this provides a a commitment to independence and impartiality in aid delivery and to openness and transparency in aid administration. No longer an office, but one of several Directorates General of F-XF2147 - European Union (EU).
